NEW POLICIES TO BE EFFECTIVE IN JULY
Decree 35/2015/ND-CP dated April 13, 2015 on management and use of paddy land will be effective on July 1. Accordingly, together with current supports from the State budget, localities cultivating rice will be supported with VND1 million/ha/year for rice growing land; VND500,000/ha/year for other land for rice cultivation, except for rice cultivation land without plans for rice cultivation.
Decree 42/2015/ND-CP dated May 5, 2015 will be effective on July 1, regulating the business organization, exchange market and clearance of derivative securities.
Also being effective on July 1, Decree 43/2015/ND-CP dated May 6, 2015 will regulate specifically spheres and demarcation of corridors protecting water sources.
Decree 45/2015/ND-CP dated May 6, 2015 will be effective on July 1, regulating geodesic and cartographic activities in the country’s land territory, islands, archipelagos, waters, undergrounds and sky.
Decree 46/2015/ND-CP dated May 12, 2015 on management and maintenance of construction facilities will be effective on July 1.
Decree 48/2015/ND-CP dated May 15, 2015 regulating in details several articles of the Law on Vocational Education will also come into effect on July 1.
Decree 49/2015/ND-CP dated May 15, 2015, which will be effective on July 6, include amendments and supplements to several articles of Decree 134/2006/ND-CP on enrollment regulations for educational institutions at tertiary, college and high school levels.
Decree 51/2015/ND-CP dated May 26, 2015 will be effective on July 15, regulating principles on giving legal opinions.
Decree 52/2015/ND-CP dated May 28, 2015 on national legal database will be effective on July 20 while Decree 53/2015/ND-CP dated May 29, 2015 regulating higher retirement ages for officials ad civil servants will come into effect on July 15.
Being effective on July 25, Decree 55/2015/ND-CP dated June 9, 2015 will regulate credit policies for developing agriculture and rural areas.
Decision 14/2015/QD-TTg dated May 20, 2015 on allowances for workers in the art performance sector will be effective on July 5.
Decision 13/2015/QD-TTg dated May 5 will be effective on July 1 includes policies encouraging public transportation development while Decision 16/2015/QD-TTg
dated May 22, 2015 regulating acquisition and processing waste products will come into effect on the same date.

FDI REGISTRATIONS REACH US$6.03 BILLION IN JAN–FEB
Vietnam saw US$6.03 billion in foreign investment registered in the first two months of 2026, down 12.6% year-on-year, while disbursed foreign direct investment (FDI) rose 8.8% to US$3.21 billion, the highest level for the two-month period in the past five years. According to the Foreign Investment Agency under the Ministry of Finance, the total registered foreign investment, including newly licensed projects, additional capital and capital contributions or share purchases, amounted to US$6.03 billion as of the end of February.
HANOI CITY WANTS DIGITAL ECONOMY TO CONTRIBUTE 22% TO GRDP BY 2026
The Hanoi City government aims for the digital economy to contribute 22% of the city’s gross regional domestic product (GRDP) by 2026, officials said on March 11. The target is part of the city’s implementation of Resolution 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation, and national digital transformation.
HCMC SETS DOUBLE-DIGIT GROWTH, GREEN TARGET FOR WOOD SECTOR
HCMC is aiming for double-digit growth in its wood industry in 2026, with 80% of products required to meet green and traceability standards. The target was announced by Nguyen Van Duoc, chairman of the HCMC People’s Committee, at the opening of the HCMC Export Furniture Fair 2026 (HawaExpo 2026) on March 4.

VIETNAM’S HIRING OUTLOOK OPTIMISTIC IN Q2
Employers in Vietnam report an optimistic hiring outlook for the second quarter of 2026, with a net employment outlook (NEO) at 47% in the country’s inaugural edition of the ManpowerGroup Employment Outlook Survey. The survey, conducted between January 1 and February 3, gathered responses from more than 41,700 employers worldwide, including 260 companies in Vietnam.
